Zongshugonggao [2010] No. 49 applies to enterprises within Jilin Province which have been registered in the Customs. The notice stipulates that domestically traded goods in Jilin Province can be transported from the Hui Chun Quan Port, through transshipment operations in the Xian Yuan Ting Li-Rajin Port, and finally transported to Shanghai and Ningbo for entry to the rest of China.
Furthermore, the notice states that when enterprises apply for cross-border transportation of goods, they should submit the following materials to Customs: the approval documents issued by Jilin government; the application form; a bank guarantee; and other materials provided.
Moreover, the notice stipulates that enterprises will have to use Chinese-owned ships when they transport domestically traded good. If enterprises cannot complete the transportation process in three months, it shall then be considered for export and taxed accordingly.
