China’s Two Sessions 2022: What’s on the Agenda?
China’s 2022 Two Sessions agenda will reveal the political establishment’s priorities for the coming year. This article lists key items on the 13th NPC and 13th CPPCC’s agenda.
The Two Sessions, or Lianghui, is the popular name for the back-to-back meetings of two of China’s major political bodies – the Chinese People’s Political Consultative Conference (CPPCC) and the National People’s Congress (NPC).
The Two Sessions are always of interest to foreign investors, as it serves as a valuable window into China’s politics, reveals Beijing’s priorities for the coming year, and therefore the overall policy direction that the country will take.
Let’s see what’s on the agenda of the two sessions this year.
Agenda for the Fifth Session of the 13th NPC
The Fifth Session of the 13th NPC will commence on the morning of March 5, 2022 and close on the morning of March 11, 2022, lasting for six and a half days.
The session has a total of 10 items on its agenda, including:
- Deliberate the report on the work of the government;
- Review the report on the implementation of the 2021 plan and on the 2022 draft plan for national economic and social development, and the draft plan for national economic and social development in 2022;
- Review the report on the execution of the central and local budgets for 2021 and on the draft central and local budgets for 2022, and the draft central and local budgets for 2022;
- Deliberate the draft amendment to the Organic Law of the Local People’s Congresses and Local People’s Governments;
- Deliberate the draft decision of the fifth session of the 13th NPC on the number of deputies to the 14th NPC and their election;
- Deliberate the draft method for the Hong Kong Special Administrative Region (SAR) to elect deputies to the 14th NPC;
- Deliberate the draft method for the Macao SAR to elect deputies to the 14th NPC;
- Deliberate the work report of the NPC Standing Committee;
- Deliberate the work report of the Supreme People’s Court; and
- Deliberate the work report of the Supreme People’s Procuratorate.
Agenda for the Fifth Session of the 13th CPPCC
The Fifth session of the 13th CPPCC commenced at 3pm on March 4, 2022 at the Great Hall of the People and will close on the morning of March 10, 2022, lasting for six days.
The main agenda of the session includes:
- Hear and deliberate on the work report of the standing committee of the CPPCC and a report on its work concerning proposals;
- Attend the Fifth Session of the 13th NPC as non-voting delegates to hear and discuss the report on the work of the government and other relevant reports; and
- Deliberate and adopt political resolutions and reports of the Fifth Session of the 13th CPPCC National Committee.
