China Issues Guidelines to Better Protect and Support Good Samaritans
Sept. 10 – With the aim to encourage more people to assist others in times of need and foster a healthy social atmosphere by promoting justice, China’s seven ministries, including the Ministry of Education (MOE), Ministry of Finance (MOF) and Ministry of Education (MOE) jointly issued a government guideline on September 6, requiring all departments and localities to fully resolve the practical difficulties of good Samaritans and offer them preferential treatment in terms of basic living, medical treatment, education and housing.
According to the guideline, all departments and localities shall actively improve policy measures to protect the rights and interests of good Samaritans, including measures on the following aspects:
- Guaranteeing the basic living of the low-income good Samaritans and their families
- Improving medical insurance level for good Samaritans who are injured during the course of their heroic actions
- Assisting and supporting good Samaritans facing employment difficulties
- Intensifying efforts to ensure education access for good Samaritans of the appropriate age, or their children
- Resolving housing difficulties for the families of good Samaritans
Moreover, all departments and localities shall conscientiously implement the compensation and benefit policy for good Samaritans who die or get injured during the course of their heroic actions and strengthen the organization and leadership over the protection of the rights and interests of good Samaritans.
The guideline also emphasizes that all departments and localities should actively resolve the housing difficulties for middle-income and low-income good Samaritans and their families. Good Samaritans and their families satisfying the requirements for low-rent housing, public rental housing, and affordable housing shall be given priority to enter the housing security system, obtain the house renting allocation, purchase low-cost housing or get rental subsidies. Preferential arrangements shall be given to the families of good Samaritans that meet the conditions for rural dilapidated houses renovation.
